Is there any requirement that Access Ports (APs) occupy consecutive positions starting from DAP Bus APSEL=0x0 (slot zero)?
No, the architecture does not mandate starting at slot zero or occupying consecutive slots.
Well-designed debug tools should scan all 256 possible slots on the DAP Bus to determine whether an AP is present in that slot.
Any unoccupied slot should read as zero.
