Answer

The Cortex-M3 and Cortex-M4 always fetch 32-bit quantities and are designed to work with 32-bit memory.

You could use an external wrapper to interface to 16-bit memory. However, this would not be efficient, because the fetch would have to be stalled until the full 32-bit data was available for the processor to fetch.
