The HFGRTR_EL2 characteristics are:
Purpose
Provides controls for traps of MRS and MRC reads of System registers.
Configuration
This register is present only when FEAT_FGT is implemented. Otherwise, direct accesses to HFGRTR_EL2 are UNDEFINED.
